Purpose
Offer guidance and suggest priorities for the Yolo County Office of Emergency Services. The aim is to ensure a comprehensive emergency management system that takes a Whole Community Approach and fully considers individual and community needs and circumstances.
The objectives are as follows:
- To facilitate effective coordination, collaboration, and communication within the Operation Area.
- To supervise the disaster preparedness efforts of various County departments.
- To oversee the development of emergency and disaster plans, policies, and procedures.
- To mobilize technical and political resources.
- To establish productive partnerships for planning, preparedness, response, and recovery for emergencies in the Operational Area.
- To ensure consistent and uniform standards to prevent conflicting plans.
- To facilitate participation and input from public and private partners, emphasizing a whole community approach.
- The final approval of plans remains with the Board of Supervisors, City Council, or Board of Directors
Membership
The Yolo County Disaster Council consists of the following persons or their designees. The County Administrator shall appoint all County representatives listed below, and other non-County representatives shall be appointed as indicated. All representatives shall serve in an advisory capacity (except as otherwise expressly set forth in this Chapter) and without any term limits. The Disaster Council members include:
- Director of Emergency Services, who shall serve as the Chair
- Assistant or Deputy County Administrator or another designee of the County Administrator, who shall serve as Vice-Chair
- County Counsel
- County Health Officer
- County Mental Health Director or designee
- County Director of Community Services or designee
- County Sheriff or designee
- A representative from each city (at city discretion to appoint, and participation by each city is optional)
- Yolo County Fire Chiefs Association (one appointee)
- Yocha Dehe Wintun Nation (one appointee)
- American Red Cross (one appointee)
- Two Access and Functional Needs representatives (appointed by the County Administrator)
- Special District Representative (appointed by the County Administrator)
- Aging Commission (one appointee)
- Up to two additional at-large representatives, appointed by the Board of Supervisors
Meetings
The Disaster Council shall meet bi-annually or upon the call of the Chair.
