Behavioral Health Services Act (BHSA)

The Yolo County Behavioral Health Services Act (BHSA) FY 2026-2029 Behavioral Health Integrated Plan (BHIP) kickoff began Wednesday September 10th with a Community Engagement Work Group (CEWG) meeting (slide deck).

As part of the Community Planning Process, BHSA requires counties to engage in community planning and engagement to gather feedback on community needs to inform the development of the plan.

This year Yolo BHSA is requesting feedback and participation with the Community Member Survey & Listening Sessions. Below is a link to the survey and details on how to attend the virtual listening sessions.

  • Program Description

    BHSA: In March 2024, voters approved Proposition 1 to reform the Mental Health Services Act (MHSA) and replace it with the Behavioral Health Services Act (BHSA). It reforms behavioral health care funding to prioritize services for people with the most significant mental health needs while adding the treatment of substance use disorders (SUD), expanding housing interventions, and increasing the behavioral health workforce. Proposition 1 changes the way in which Proposition 63 revenues are expended by county behavioral health plans and will marks the transition from the “Mental Health Services Act (MHSA)” to the “Behavioral Health Services Act (BHSA).”   Yolo County's public planning process for implementation of the BHSA began in fall 2025.  

    MHSA: In November 2004, California voters passed Proposition 63, the Mental Health Services Act (MHSA). This funding provides a broad continuum of prevention, early intervention and services, and the necessary infrastructure, technology and training elements to effectively support the local mental health services system throughout California. Yolo County's public planning process for implementation of the MHSA began in the fall of 2004.
