Adult Protective Services (APS) is a state-mandated program that provides limited intervention in the form of information and referral, assessment, and case management services to elderly (60 and older) and dependent adults (18-59) who are at suffering from or at risk of abuse, exploitation, or neglect, including self-neglect. APS provides services to prevent and remedy the abuse, neglect, or exploitation of elders and dependent adults who are unable to protect their own interests or care for themselves, and, whenever possible, seeks to keep the individual safely in his or her normal environment by strengthening his/her capacity for self-maintenance. This may be accomplished through direct provision of APS or by linking the individual with appropriate community resources.

Any elder or dependent adult is eligible for Adult Protective Services if they:

  • Reside in housing other than a long-term care facility, state hospital or state developmental center;
  • Are alleged to have been abused and/or neglected, and
  • Have been determined by APS to be in need of service.

Mandated by the state, APS is defined by the Welfare and Institutions Code 15610.10 as the agency that provides preventive and remedial activities performed on behalf of elders and dependent adults who are unable to protect their own interests, harmed, or threatened with harm, caused physical or mental injury due to the action or inaction of another person or their own action as a result of ignorance, illiteracy, incompetence, mental limitation, substance abuse, or poor health, lacking in adequate food, shelter, or clothing, exploited of their income and resources, or deprived of entitlement due them.

 

 How to Obtain Services

How do I make an elder or dependent adult abuse report?

Any member of the public, including an older or dependent adult seeking help, or family members and friends, can make a report to APS by calling the APS hotline at (530) 661-2727, or toll free at 1-888-675-1115. For emergencies, call 911.

For Mandated Reporters Only: All mandated APS reports shall be made immediately or as soon as practicably possible [W&I Code §15630(a)]. Mandated reporters have two options for making abuse or neglect reports to APS:
