The Waste Tire Program regulates the generation, transportation, storage, and disposal of waste tires to protect public health and the environment. Waste tire generators must post a valid Tire Program Identification Certificate and retain complete waste tire manifests from registered waste tire haulers. Anyone transporting 10 or more waste tires must register with CalRecycle, and facilities storing large quantities of waste tires (generally more than 500) must obtain a CalRecycle permit and comply with applicable storage requirements.

Yolo County Environmental Health, as the Local Enforcement Agency (LEA), conducts routine inspections of waste tire generators, transporters, and storage facilities to verify compliance. Violations may result in a Notice of Violation requiring corrective action within a specified timeframe. Failure to comply may be referred to CalRecycle for additional enforcement.

Improper disposal of waste tires is prohibited and may result in significant civil or criminal penalties. Fines for violations can reach up to $10,000 per day, per violation, depending on the nature and severity of the offense.
