Yolo County Environmental Health serves as the Certified Unified Program Agency (CUPA) for Yolo County. The California Unified Program is a statewide program administered by the California Environmental Protection Agency (CalEPA) that consolidates multiple hazardous materials and hazardous waste regulatory programs under a single local agency. As the designated CUPA, Yolo County Environmental Health implements these programs through permitting, inspections, compliance assistance, and enforcement in accordance with state regulations.

The Unified Program incorporates regulatory requirements established by the Governor's Office of Emergency Services (Cal OES), the Department of Toxic Substances Control (DTSC), the Office of the State Fire Marshal (OSFM), the State Water Resources Control Board (State Water Board), and CalEPA.

In addition to its responsibilities as the CUPA, Yolo County Environmental Health administers several Hazardous Materials programs that are not part of the California Unified Program.
