The Yolo County Environmental Health Division regulates approximately 350 public swimming and spas. Swimming pools and spas have been linked to slips, falls, accidental entrapments and the transmission of diseases including giardia, cryptosporidium, and E. Coli. For these reasons, proper construction, maintenance and operation of all public swimming pools and spas are of significant public health importance.
Yolo County Environmental Health Specialists working in the Recreational Health Program:
- Review new construction and remodeling plans for public pools and spas to ensure that they will meet code requirements
- Review and issue annual operating permits for all public pools and spas
- Conduct annual inspections. In addition to necessary follow-up inspections and complaint investigations, of all public swimming areas.
HOW TO APPLY FOR A NEW POOL/SPA PLAN CHECK:
STEP ONE: Submit the following as a complete packet
- Application Fee
- Recreational Health Plan Review Application
- One complete set of plans (two sets if you would like one returned stamped). 1/4 inch/foot scale. Paper and electronic. Please use the Recreational Health Plan Review Checklist as a guide.
Inspectors have twenty (20) business days to review and approve or reject plans. Plans and applications that are incomplete will be rejected. When plans are re-submitted, the twenty (20) business day review starts over.
STEP TWO: Pre-Deck Inspection. This inspection is conducted prior to placement of the concrete deck so that EH can verify the deck slope, width of and texture of the proposed deck.
STEP THREE: Pre-Gunite Inspection. This inspection is done to verify that the pool/spa plumbing and bonding is constructed in accordance with the approved plans. The inspection takes place prior to placement of the concrete that will form the shell of the pool.
STEP FOUR: Pre-Plaster Inspection. This inspection is done prior to placement of the plaster (or other approved material) coating.
STEP FIVE: Post-Construction
- When construction is finished, a final inspection of the pool and/or spa is done. Facility must pass the final inspection in order to obtain a health permit prior to operating.
- When the facility passes the final inspection, complete and submit the Permit Application.
- Pay permit fee.
HOW TO APPLY FOR A REMODEL OF AN EXISTING POOL OR SPA:
Remodeling plans must be submitted to Environmental Health for approval prior to beginning work. Please see the steps below for all that is required when submitting for a plan check.
Submit the following as complete packet -
- Application Fee
- Recreational Health Plan Review Application
- Equipment specification sheets (if new equipment is being installed)
- Submit one complete set of plans (two sets if you would like one returned stamped). 1/4 inch/foot scale. Paper and electronic.
HOW TO APPLY FOR A MINOR EQUIPMENT CHANGE FOR AN EXISTING POOL OR SPA:
Minor equipment changes must be submitted to Environmental Health for approval prior to beginning work. Please see the steps below for all that is required when submitting for a plan check.

- Recreational Health Plan Review Application
- Equipment specification sheet(s) for equipment being replaced/installed
