• Home Energy Score (HES) Pilot Program: Open to homeowners in Unincorporated Yolo County or the cities of Woodland, Winters, or West Sacramento.

• Weatherization Kit Program: Open to residents in unincorporated Yolo County.
• Electric Advisors: Open to all Valley Clean Energy (VCE) customers.
• Owner-Occupied Housing Rehabilitation (OOHR) Program: Open to residents in unincorporated Yolo County.
• Both homeowners and renters are eligible.
• Programs are focused on low-to-moderate income households looking to reduce energy costs.  

For the HES and Weatherization Programs, priority will be given to low-income households, farmworkers, seniors (65+), households with children, and individuals with disabilities. 

Weatherization Program participants must either be low-income, on CARE/FERA, and/or on or eligible for Medi-Cal.

The communities of Clarksburg, Dunnigan, Esparto, Guinda, Knights Landing, Madison, Monument Hills, Yolo, or Zamora are all in the unincorporated area. 

If your home is outside city limits (ie. not within Davis, Woodland, West Sacramento, or Winters) and within rural Yolo County, you likely live in the unincorporated area. If you’re unsure, you can use the County's GIS viewer to see if your home is located outside of a City boundary. You can also contact us at Sustainability@yolocounty.gov for verification.

Yes! The Weatherization Program and Home Energy Score (HES) assessment are free for eligible residents, while supplies last. The County is able to provide 50 free HES assessments and 300 free Weatherization kits. 

Electrification Advising through the ERRO Program is 100% free for Valley Clean Energy (VCE) customers. This includes expert guidance on rebates for heat pumps, water heaters, EV chargers, and other energy upgrades.

The Owner-Occupied Housing Rehab (OOHR) Program is free to apply and offers a deferred loan at a low 2% interest rate. There are no upfront costs, and repayment is deferred until the home is sold or refinanced.

• Weatherization Program: Free kits with LED bulbs, weather-stripping, and insulation for do-it-yourself (DIY) upgrades to improve energy efficiency.
• VCE Electric Advisors: Helps you identify and apply for rebates to upgrade to energy-efficiency appliances (heat pumps, water heaters, EV chargers).
• Owner-Occupied Housing Rehab (OOHR) Program: Low-interest loans up to $80,000 for major home efficiency repairs.

• Home Energy Score Assessment: Assessments are typically scheduled within a few weeks, based on availability (for qualified applicants while supplies last).
• Weatherization Kits: Kits are typically delivered or available for pickup within 2-4 weeks (for qualified applicants while supplies last).
• Rebates and Home Repairs: Processing times vary, but the Electric Advisors and/or OOHR staff will be able to guide you through each step.

Yes! All state-sponsored discount programs continue to apply when you’re a VCE customer. You will not lose any of these benefits by enrolling with Valley Clean Energy (VCE).

If you're enrolled in one of the following programs, your discount will continue to be automatically applied to the PG&E portion of your bill:

• CARE (California Alternative Rates for Energy)

• FERA (Family Electric Rate Assistance)

• Medical Baseline Allowance

• LIHEAP (Low Income Home Energy Assistance Program)

Additionally, VCE provides an extra discount:

• CARE, FERA, and Medical Baseline customers receive an additional 10% discount on electricity generation from VCE.

• All other VCE customers receive a 5% discount.

There’s no double billing. PG&E credits your electricity generation on their side of the bill, and VCE charges for the clean electricity generation on theirs — one cancels out the other. You get greener energy and save money automatically as a VCE customer.
