Yolo County has continued to set the standard for addressing historical inequities in property records. Clerk-Recorder Jesse Salinas presented the results of Yolo County’s Restrictive Covenant Modification Program to the Board of Supervisors on Tuesday, March 3, 2026, highlighting both the County’s leadership in advancing legislation and its successful implementation of the program.
Yolo County played a pivotal role in advancing California Assembly Bill 1466, partnering with legislative leaders and the California Recorder’s Association to establish statewide requirements. AB 1466 directed counties to develop implementation plans to systematically identify and modify unlawful restrictive language in recorded property documents.
“Yolo County’s advocacy was instrumental in shaping the legislation, ensuring counties had the guidance and authority to take effective, countywide action,” said Jesse Salinas, Yolo County Assessor/Clerk-Recorder/Registrar of Voters.
The presentation to the Board highlighted Yolo County’s proactive implementation of AB 1466, outcomes from the Restrictive Covenant Modification Program, and efforts to provide public access to historical records. The program reflects the County’s commitment to modernizing records, preserving historical documents, and fostering community understanding of past housing inequities.

Key accomplishments include:
- Document Review & Modifications: 1,172 historic official documents containing discriminatory restrictive language were identified and formally modified, affecting 58 subdivisions and approximately 8,187 parcels.
- GIS Mapping & Public Education: Geographic Information System (GIS) mapping visually displays historic patterns of housing exclusion and creates a public educational resource: Restrictive Covenants Time Progression - Public.

“This program represents more than compliance with AB 1466; it demonstrates Yolo County’s leadership in promoting equity, transparency, and public trust,” said Salinas. “The video and presentation highlight how proactive county action can drive meaningful statewide change and serve as a model for other counties and hopefully the nation.”
